The Quebec Culture Capital Fund was created on November 7, 2011 by the Government of Québec and the Fonds de solidarité FTQ to provide innovative financing to Québec cultural organisations interested in exporting their projects and products.

The Quebec Culture Capital Fund has a $100 million budget to support the marketing and export of major Québec cultural products.

It proposes new and innovative financial instruments in the financing of Québec cultural organisations, which take the form of equity voting shares, preferred shares, and loans.

René Leclerc’s career was one of a successful entrepreneur in the highly competitive field of advertising agencies. PALM Communications and its clients did enjoy long-term business relations.  Rene’s role was to lead business development and client relations. Effectiveness of communication strategies, supervision of all media activities, negotiation of partnerships and sponsorships were obviously part of his duty. In 2005, the company was sold to the HAVAS Group from France, and René remained as Partner and Chief Operating Officer, Member and Secretary of the Board of Directors until 2009.

Prior to his career in the advertising business, Rene was Sales Director for Gulf Canada, worked as a Marketing Consultant, and taught sales management, marketing and management in three different Universities in Canada. René holds an MBA and B.B.A. from HEC-Montréal, a B.A. from the Université de Montréal and he received in 2010 his certification from the Collège des administrateurs de sociétés (CAS) of Université Laval. He now serves on various Boards of Directors.
