The Quebec Culture Capital Fund was created on November 7, 2011 by the Government of Québec and the Fonds de solidarité FTQ to provide innovative financing to Québec cultural organisations interested in exporting their projects and products.

The Quebec Culture Capital Fund has a $100 million budget to support the marketing and export of major Québec cultural products.

It proposes new and innovative financial instruments in the financing of Québec cultural organisations, which take the form of equity voting shares, preferred shares, and loans.

Mylene Cyr is the Executive Director of, “L’Association des réalisateurs et réalisatrices du Quebec” (ARRQ). She represents the professional, economic, cultural, social and moral rights and interests of Quebec freelance directors working mainly in French language film, television and digital content. For ten years, she held the position of, “Directrice Générale de la Guilde des musiciens et musiciennes du Quebec (GMMQ). She has a Masters Degree in Administration (MBA) and a Law Degree, (LLB).

In the last several years, she has been involved in the cultural world. She has held Administrative Board seats, namely: “Fonds d’investissement de la Culture et des communications (FICC), “Québec Film and Television Council (QFTC) and “Musicians Rights Organisation of Canada “(MROC). Ms. Cyr is, also, one of the founders of, “Fonds Jean Carignan” and ”Cooperative de solidarité des musiciens professionnels du Québec”,
